It may be in deep sleep or not getting power.
To ensure it is receiving power, check the 2 parts of the cord to ensure they are snugly attached. Try using a different outlet. The one you've been using may be faulty. Ensure an orange charging light is lit on the side of the device when you plug it in to charge. Try using the input on the opposite side of the device.
Here are some troubleshooting steps to go through that should fix the issue. Take each step in order. The first step may be the only one you need to solve your issue.
1- Turn the device off by holding the power button for 60 seconds. (No slow flashing light on the side.) Wait at least 1 minute and turn it on again. If the issue persists, continue to the next step.
2- Perform a "Hard Shut Down."
Hold down the Reload+Power buttons until the screen goes black. (No slow flashing light on the side.) Then you can let go of the Power button. Plug the power cord back in and ensure that you see the device charging light is on. (You may need to try using the power inlet on the opposite side of the device.)
Your Chromebook should start now.
